The war between Chief Minister Arvind Kejriwal and Lieutenant Governor Najeeb Jung in Delhi is posing a huge challenge for governance. Having got a huge mandate, it is clear that Kejriwal is striking at the restraints placed on his functioning by constitutional provisions. On the flip side, can the nation’s capital be outside Central control? The masses may currently be happy with reduced bills and other such sops, but all developmental activity has come to a standstill. Civil servants are perplexed on how to proceed.
