How the Commissionerate of Central Excise, Delhi-I registered impressive revenue growth in 2010-11
The performance of the Commissionerate of Central Excise, Delhi-I for 2010-11 improved significantly over that of the previous year. The revenue in 2010-11 was Rs 373.61 crore as against Rs 313.16 crore the previous year – a 19.30% increase of Rs 60.45 crore. This is despite the loss of Rs 91.36 crore owing to surrendering of the Registration Certificate, closing down or shifting of Som Products’ Unit-I and II, Indian Oil Corporation, Sunrise Food Products, Vedica Herbal and so on; the Rs 16.52 crore extra refund or rebate as compared to the previous financial year; and the Rs 30 crore on account of the notification issued on 04.02.11 by the Ministry of Environment and Forests and the Supreme Court ban on plastic material for storing, packing or selling gutka, tobacco and pan masala. Thus, the gross growth of revenue amounts to Rs 151.81 crore (Rs 60.45 crore + Rs 91.36 crore).

Honest taxpayers were facilitated while audit and anti-evasion activities were stepped up. In 2010-11, 34 evasion cases were booked involving duty of Rs 20.11 crore and Rs 9.13 crore was recovered – a growth of 356.81% over the previous year when 31 cases involving duty of Rs18.46 crore were booked and Rs 1.96 crore recovered.
Audit saw 110.71% growth with 387 units being audited, resulting in detection worth Rs 8.30 crore and recoveries of Rs 5.31 crore, as against 286 units being audited and Rs 2.52 crore being recovered the previous year. In 2010-11, 289 old paras amounting to Rs 15.01 crore were also disposed of. Further, Rs 15.10 crore of arrears was realized as against Rs 4.79 crore the previous year – a growth of 215% in arrear realization.
To facilitate trade, RAC/PGC meetings were held on a quarterly basis. No grievances were recorded. Open house meetings-cum-interactive sessions were also held with trade and industry representatives. ACES have been rolled out in phases in the Delhi-I Commissionerate. In April 2010, 433 ER-1 returns and 12 claims and intimations were filed electronically. In March 2011, 788 ER-1 returns and 161 claims and intimations have been filed electronically. At present 97% of assessees (under the mandatory scheme) are filing ER-1 returns electronically. Redressal of grievances is being done through the CPGRAM. During 2010-11, only four complaints /grievances were received in the CPGRAM portal and all were disposed of.
In November 2010, the Bureau of Indian Standards awarded the Central Excise, Delhi-I Commissionerate the Sevottam Certificate for a service quality management system in accordance with IS 15700: 2005.
