THE process of governance by NarendraModi has begun. There are certain norms and procedures under which the Government of India works. The most important Committee in the Government of India is the Appointments Committee of the Cabinet (ACC). It consists of three decision-makers—the Prime Minister, Home Minister and the concerned Minister of the Ministry. The ACC is the core ministry which appoints babus. The procedure is that the concerned Minister recommends the name and the Home Minister agrees or disagrees with the recommendation and then the file moves to the Prime Minister for the final decision. In the new set-up, the rules have changed. Modi has kept the Department of Personnel and Training with him and as PM, he has reformatted the face of the ACC. Now onwards, there will be only two members in the ACC, i.e. the Prime Minister and the Home Minister. The senior ministers are observing and making a note of it but nobody is daring to point out the anomaly. So, in the days to come, the vital decisions will be taken by Modi and Rajnath Singh.
