With the appointment of the competent Raghav Chandra, a 1982-batch IAS officer of the MP cadre, as Chairman of the National Highways Authority of India, the dream of Vijay Chhibber, Secretary Ministry of Surface Transport, is shattered. He was reportedly eyeing the coveted post and wanted additional charge after his retirement in December 2015 but the government pre-empted the move. To buttress his cause, he did not want to leave anything to chance. It is reported that he used his clout as President of the Gymkhana Club by offering privileged membership to the higher-ups in anticipation of a plum post after his retirement. There is a waiting of 30 years, at present, to become a member of the colonial club of the country. Everybody was surprised when an IAS-turned-poet and former Chairman of NHAI, RP Singh, was offered the Gymkhana Club membership in the eminent category. Ordinary members of the club are angry about the arbitrary decisions being taken by Chhibber and his brother has been seen pacifying them.
