A career civil servant from the Indian Administrative Service, Brahm Dutt was born on July 5, 1950 in Meerut district of Uttar Pradesh. He belongs to the 1973 batch from Karnataka and holds degrees in MSc (Physics), MA (Economics) and an LLB. In his cadre state, he has been Principal Secretary, Home as well as Disinvestment and Public Sector Reforms, Education Secretary, Chairman and Managing Director, Mysore Paper Mills Ltd, Commissioner of Industrial Development and Director of Industries and Commerce, and Deputy Commissioner of Mysore district. At the Centre, he has been Chairman, National Authority for Chemical Weapons Convention and ex-officio Secretary in the Cabinet Secretariat, Joint Secretary, Ministry of Industry, and Deputy Secretary/Director, Ministry of Commerce. He has also been Commercial Counselor at the Indian embassy in Washington. As head of the Department of Road Transport and Highways, he is responsible for formulation and implementation of policies and pro grammes for development of the country’s road network, including the prestigious National Highway Development Project. He is also respon sible for administration of the Motor Vehicle Act.
gfiles: Everyone wants to know from the Secretary, Road Transport why roads get damaged every rainy season and who is responsible – contractors, local administration, state administration or Central administration?
Brahm Dutt: Roads get damaged for many reasons. Drainage within the country is poor, we have resource constraints, overloading of vehicles, misuse of roads and heavy traffic. Roads are a state subject and the government policy on road management is very clear. We have National Highways, state highways and state roads. Barring National Highways, the roads are managed by the state governments.
